Can people call me Skype-to-Skype on my skype enabled home phone.

I am looking at buying a Philips Design collection Cordless phone with answering machine VOIP8551B with Skype, but I am wondering how this might work for incomming calls. Will I appear as always ON skype, and can people call my phone for free from abroad. I have the standard Vodafone BB package (47/month).
