American congress vs French parliament

Hi there, I have a paper on whether the american congress or the french parliament is more powerful. From the research I have done so far the two seem to have more similarities then differences. Most of the power differences I have found seem to be more subtle then definitive. Any helpful ideas would be appreciated :)

Though the American congress certainly has power and influence I would say that domestically it is weaker than the French parliament simply because the US government is more devolved (i.e. state legislatures).

without studying the french structure of government how could one compare?

I think for your assignment you may be barking up the wrong shortcut: the assignment sounds like it will require going off to actually study the structures of both governments in detail, from academic sources, not anecdotal.
