    No, they've been doing it all along. Maskirovka has been an important part of Soviet (and now Russian) military doctrine since at least The Great Patriotic War, and probably long before that.

    Edit: Apologies, it seems that a BBC reporter has caught up with force deception concepts used extensively by the Soviets/Russians since at least WW2. :)

    Yeah, the force deception principle has been around since the Romans were sauntering about Europe. You'd think the BBC, of all learned sources, would have at least noted the recent history of this, given what a big part Britain themselves had in it during WW1 and WW2. They were building wood-and-canvas Mk1 tanks to go along side the actual Mk1's before the rest of the world had even heard of the machines existance.

    There's even a story, of debated accuracy though generally believed to be something that did "unofficially" happen, that the RAF found a wooden decoy Luftwaffe airfield in Holland, waited until it was finished, flew over and dropped wooden bombs on them from DeHavilland Mosquitoes. (The generally accepted theory about this, for those who know of the rumour, is that it may well have happened but it was undertaken without any orders or knowledge of the sortie to command. It could even have been the recon aircraft that had been photographing them build it each day.)
