Even if it is a parent opening their 18+'s mail? I'd like legal proof if possible.

A friend of mine, currently living in Belgium, is continuously having their mail opened without her consent while she's is at school or work by her mother.
Can we sue if she continues?

I'm just looking for legal information please, no opinions needed. =)
    Thank you
