I'm not sure of the exact procedure but my sister just got her hair done like Miley Cyrus (a bit more dark through her hair than the pic you posted) and her hairdresser had to strip her hair (it was black) and then put a light brown all over and put thick highlights through her hair. It's a lot more subtle than I've described it but it's gorgeous.

So short answer, ask your hairdresser.
