I have multiple tested and working local ips on my windows 7 machine.

What determines which address is used? Can i configure certain applications to use one and others to use another?

I don't know about windows 7 in particular but: depends on the application. Most will just bind to all available addresses. If you're initiating the connection then your routing table will be used to decide where it goes (see the "route" command) and incoming connections will be incoming to an ip address anyway. Some application will let you specify which address they bind to but most non-networking specific consumer applications will not.
