This document would have been put together by a team of designers, including key people like the Creative Director of the BBC site.So I assume they have a team of designers that have to abide by these guidelines that weren't involved in putting this style guide together!
However, they have so many sites and sub-sites on the BBC though, that most likely a very large number of designers work on that content in varying locations worldwide, so you're not going to consult every one of them on a redesign. There's no doubt that key BBC designers were involved in putting together this document.0 -
