Garda vetting form

Whats the story with non nationals, say even a uk resident who has worked in the states and now seeks employment that requires vetting in ireland. Separate vetting forms, one to each police jurisdiction?

Having submitted a number of these in the past, how effective or accurate are they. Is it just a reflection of your lack of convictions or does it look into your character and general law abiding capabilities. You could be a complete toe rag with no convictions. Would past allegations or failed prosecutions be a factor in vetting. (Innocent in the eyes of the law, but an employer might like to make their own decisions based on the full story)
