    I used to think Councils were utterly useless and achieved nothing, since moving out West (alternated between Galway City and Connemara) I've seen they achieve a surprising amount.
    Promoting the city, festivals, achieving street lighting, community facilities etc.

    All these seem small but do make a surprising difference.

    Even if you were to merge Limerick City and County Councils, they would still be fighting for a boundary extension to take in urban Limerick City which spread into County Clare.

    Nothing noisier than a local councillor who thinks their seat is under threat.

    Any potential of merging on the basis of surrounding locations....Limerick City, Limerick County and South Clare all having Limerick City as the central hub. Galway and North Clare with Galway city as the central hub. South Kilkenny, Waterford City, Waterford County and Wexford with Waterford City as the central hub. Athlone, Mullingar and Tullamore to have one council between them and surrounding counties?

    One money saving suggestion I haven't seen reported which would probably be very popular with the electorate:

    Cut Dail and Seanad salaries to a level in line with a similar sized country (it can't be right that Cowen gets paid more than Obama, Brown, Sarkozy, Merkle, etc).

    If not in line with a similar sized country - possible ability - should see a 90% or greater saving.:D

    One proposal than seems reasonable is amalgamating Tipperary north and south. Any opinions from people in that county?
