How do you know when it is time for a re-fret?

I have a Les Paul copy that I bought in 1995 and it is one of my fave guitars to bash about with. But have really noticed lately that the low E string is sort of slipping off the board when I go there. I reckon the frets look a little worn at the top, but I could be wrong. Maybe its the set up???

Is a re-fret a once in a blue moon thing or a 10-15 yr thing???

Also cost wise is it a big thing? I know the guitar is a copy but I am really rather fond of it.

You might only need a fret dress or re-crown. Thats where they work with the existing frets and clean them up. A full re-fret is a fairly expensive job and only needs to be done if the frets are well worn down.
Can you explain the problem a bit more? From what I understand the low E string slips off the fretboard easily? It might be that you need something else done, like a new nut or if it's a bolt on then you might need to re-align the neck a small bit.
