I'm not sure if it's 'new' or not, but there was a BOI branch off Blackthorn Road (beside the hospital) - they didn't offer cash services though...

its in the beacon south quarter, just down from the hospital, you have an hours free parking in the car park and its on the same plaza as imaginosity and starbucks. I think it offers full cash facilities now
