I think the idea is that it's supposed to be a deterrent, rather than an offensive weapon or anything.

Like, presumably our potential rapist, when making plans for the evening, is supposed to go "Hmm. Go to the cinema or go raping?" and then remember this thing and go to the cinema.

Awful idea in my opinion, the majority of the kind of people who commit rape had their genitals sliced during I'd imagine they would do worst to the victim could completely backfire.

Alsoi imagine getting into bed with a girl..."Oh hang on and i take the razor blades out of my vagina for you"...reeeaaalll turn on..
