Broken items on ebay

A lot of my searches recently come up with broken items for sale but with positive feedback.Does broken mean broken or either stolen or just getting out of legal liability?Anybody with any experience of these items?

think they are legal,ie not commiting false advertiseing if it states the items are broken/damanged,as mr.s said its handy for some people who want spare parts
