Photography Gallery and Darkroom

How might I go about creating this "idea" in this little town, with no money? There are plenty of photographers about who would be happy that such a place existed and it would help the town out as well, which is 75% empty. Plenty of tourism and day trippers. artscouncil?

??? I am not that i understand this message but anyway there is such a place
on Meeting House Square (Temple Bar) at the Gallery of Photography which have also dark room.
