how to get a scroll bar

I want to make an information bar at the top of my page which will contain information and the information will roll across with news , results etc. that I can put up myself. When somebody clicks on one of the results they will be linked to the results page. Anybody know how to do this or what it is callled?

I dont know what its called , but its like a ticker - like you might see for news or share prices on some websites - looking on the web now but cant find any examples.
