Web-Picture Tool

Hey...i'm trying to design a picture for my web-site...its suppose to be a big map of a path/road with a bus at the start of it and a number of signposts and text along the way and I want to design/draw it myself. Does anyone know a good picture editor or some form of design tool that can help me with this?

GIMP (GNU Image Manipulation Program) is very powerful and free.

A good tool for vector graphics is FreeHand by Adobe.
