Well if the seller is understanding you can just not pay and they can do a second chance offer or whatever. Otherwise you may risk negative feedback if you don't pay.

Was it an item that could have gone for 4500 dollars? You can refuse to pay and open a ticket with ebay, explaining everything.

now hes said ok, you must agree not to complet this action, and you can buy it for 450 plus shipping, OK?

i think he's trying to pull a fast one??

He can report his sale to eBay as one that both buyer and seller agree not to proceed with, then he'll be credited back for the cost of the listing. Is that what he's saying here by "you must agree not to complete this action"? If so, agree and the sale ends without you having to pay. You can both still leave feedback too I think.

If he re-lists as a BIN for 450 for you to buy, then it's OK. But, if he wants you to send him the 450 outside of eBay, with the promise of sending the item to you, then don't. It could be OK, but could be a scam too.

If whatever bidder brought up the bids to over $1200 is genuine then a 2nd chance to that bidder would be a better option for him.

In that case you don't have any liability to pay him if he re-lists. Though, if it is the case that he can still leave feedback then he could leave you a negative for not going ahead. I assume you'll be happy enough to go with what you originally wanted to bid anyway.
