Of course it does. Try shooting someone half way across the map at low res and settings. Is that a man, or a bush? Too late, I'm dead. It might work in some of the tiny maps but not in most of them.
No offence to KamiKazi, but he is no better then a lot of the players that frequent the boards.ie bash, who run at 1680x1050/1900x1200 max settings at half the frame count. So I don't get why you'd sacrifice all that just to achieve a constant 100fps, unless you have delusions of grandeur (i.e think you're a professional). Again I can't stress enough this is nothing to do with KamiKazi, just an example since his picture is at low res/settings even though he must have quite a decent card to achieve 125fps even with said settings.
I run at 1680x1050 max settings at 50fps (sometimes hits as low as 20-25fps when things get really crazy) and with a logitech travel mouse. My ratio is usually 3:1, at worst I can keep up 1:1 even on a really bad team and overall I have a few more thousand kills then deaths so I'd regard myself as a decent player. I think people try to attribute their success to the strangest things....I tried playing at 100fps at 1024x768 medium settings and just got my ass kicked by long range shooters I couldn't see until it was too late.
