About 3V?

Ok so i get the whole 3V thing... sorta, just one thing. Can I use 3V to buy my monthly subscriptions for Play Online and Final Fantasy? Top Ups expire over time so I don't see how you could continue payments unless you entered details every time your old card expired...?
