SimCity 3000 UK edition gaming woes

Recently I purchased Simcity 3000 uk edition for my laptop. It installed correctly yet for some reason, any time I try to play it, it just crashes straight away. I have no idea why, and was hoping someone here might know. (I dunno if this is the right place)

Specs of laptop? Have you installed updates? Is the laptop OS vista?

The OS is Windows 2000 Service Pack 2 5.1.2600. I have downloaded and installed all current updates for it.

SPEED: 1296 MHz
RAM: 495 MB

Its an old enough laptop.
