Cutest 1st anniversary gift I've ever seen was a cheque for 1p (currency at the time) as it was their 1st anniversay which is paper.

However I would combine this with another "paper" gift, such as printed out tickets to somewhere/something, special photograph(s) framed or otherwise nicely presented, either homemade or shop bought vouchers.... you get the idea.

Of course if there is something that their particularly into that's made of paper (eg first edition books) that would be the obvious way to go.
