Looks quite easy to make tbh. Any metal workshop should be able to do that for you. but you should be able to do that yourself.

Could make it out of plexi/polycarbonate surely?
Embed a LED or 20, maybe some tinsel...

Make it out of plastic. And add some led's to it.

You could even make it out of thinnish MDF...easy to shape and painted black would look very nice.
