    chgrp apache /path/to/vbulletin/clientscript/vbulletin_css
    chmod 775 /path/to/vbulletin/clientscript/vbulletin_css

Styles & Language Settings > Store CSS Stylesheets as Files

CSS block from the top of the page will be stored as a file, and cached by clients. Save ye a whack of bandwidth.

That sure is a large amount of stylesheet for every page served.

I was thinking about this the other day... having it in the vBulletin header must take up loads of bandwidth...

Changing the header to just include the stylesheet file would probably decrease loading time and save some bandwidth
