What is a router

I do not know what a router is, can anyone explain. I was looking at this site https://ssl2.u.tv/utvclicksilver/hardware.asp?item=wired for broadband and came accross this. Do I have to pay a monthly charge. Or do I have to pay anything on my phone bill. How does it work. Thanks in advance.
