Confused about line rental

Living in an apartment where there is a phoneline , probably used to be connected to Eircom, but is not used anymore.

Looking to get BT Broadband at 15 Euro for the first two months etc.
Do I need have an existing BT phoneline to avail of this rate?

Or do I have to go for the Broadband-and-line-rental package at 25 Euro a month.

I suppose this question applies to all other ISP's where there's talk of packages that include or don't include line rental

No I don't think so. We have an eircom phone line, and have BT broadband.

Unless Smart is available in your area or you have 1 of BT's 40 LLU exchanges you will have to get your line reactivated by Eircom (and probably pay connection and 2 months line rental. Then you can get Broadband - and optionally move your line rental to BT.

eircom are doing free instal at the moment. no min contract.
