Have NTL TV but their BB not in my area??

I have the NTL Digital Tv service in my apartment. Looking to get their broadband but they've just told me that broadband is not available in my area. I thought that the broadband and Tv ran on the same network?!

Although they run over the same cabling/network, they have to upgrade the cabling, backend equipment before they can run broadband over your current connection.
