It's the lower of the two upgrades. It normally means you've spent over 1000e in the last year. The Nokia 6230 is e49 in some shops on bonus upgrade for example.

Basically, when you origionally bought your phone and "signed up" to your network, they subsidised the price of the new phone, because you were agreeing to stay with them for a certain period of time. Now that you have been wtih your operater for a certain amount of time and spent a certain amount of money on bills, they are givign you an upgrade, once again they subsidise you buying a new phone in return for you agreeign to stay with them for another while.

EG; Phone X cost €400 to buy, but because you are agreeing to stay with your network they are going to basically pay part of the price of the phone so that it costs you less, so you pay maybe €150 and they pick up the balance.

    Hope that makes sense.
