    So how come his nephiew Scrappy could speak more clearly?
    Some genetic modifications going on there tbh.
    See that cartoon was born from an abandoned attempt by the world government to make designer babies 'hip' through hilarious animated propeganda.
    Most likely abandoned because they got fooled into believing in ghosts in almost every episode... some obvious learning disability as a result of gene splicing maybe.
    Frightening really.
