    Sorry Monty, Hobbes I hadn't read the pdf, just the article but having done so:
    Why did the Administration think it had 7 months to develop policy?
    • We made a point of ignoring as long as possible anything that was
    recommended to us by the Clinton Administration.
    You say the Administration was developing a tougher policy. Absent 9/11,
    why do you think it would have been more successful?
    • Because everything we say is always true.

    I think it's safe to assume it's an April Fools.

    It may not have been. Clarks alligations would be very dangerous to the white house, espically as you notice the adminstartions run to deal with it asap. If they were nothing, they'd ignore it.
