Has anyone experience of these in Ireland?

They are popular with households in UK where most use gas.

I would be using an electric version.

Would it be a good alternative to a regular kerosene boiler or the newer heat pump?

I can't see anyway that unit or similar electric boiler can be cheaper to run than a gas or oil boiler. In fact it's probably going to be nearly 3x as expensive. It's like heating your water or house with a giant electric Triton shower.

The only way electric heat pump meet same running cost as gas/oil is through efficiency as running lower flow temperatures to get COP of 3 or above

I wouldn’t. You may not have available electrical supply to run it for a start. 15KW is above the max total electrical connection of most houses.

Gas water heaters like Rinnai (or combi boilers if you also need central heating) are a much better solution.
