    If the cutting back of costs is more beneficial to their bottom line than the nta penalties then they will go ahead with taking the chance on the shortcuts.

    If they have a more competitive tender, they must be budgeting for shaving back costs somewhere.

    I think you are overthinking the impact of this changover.

    Since Alston lost the maintenance side to Transdev a few years ago there was a noticable decliine in Luas performance.

    I suspect many expieranced staff who were there from the start will be at/near retirement anyway.

    The new operator run Metrolink in Manchester so will have the experienced people around.

    Are the new company known for running poor services and getting fines? Do they have a history of letting cleaning and maintenance slip? Why are you saying there'll be absentee management, do you not think there will be local management in place for a €1.75bn service? Where is your negativity coming from?

    Negativity based on horror stories of the aftermath of British rail privatisation.

    And the fact that upper management are UK based absentees.

    Good old absentee landlordism. The Brits are great at it.

    And of course not too mention the absolute chronic dysfunction of all things in Ireland related to public service, transport and public procurement.

    I have no meas on any of this and I expect the worst.

    Keolis are French. Veoila are French. We haven't changed anything in that regard.

    Your negativity is based on not really understanding very much about anything here, from the ownership of the firms through to how tendering works; coupled with a bit of paranoia and potentially xenophobia by the sounds of things.

    Sorry but either way, I can't see how this would bring any improvement to have outside management coming in when they know nothing of the nuances of the luas system. What works in Manchester or wherever might not be what works in Dublin.

    Procurement is all about price, quality and proposals. The quality and proposals part of it is all complete waffle and empty promises. They will promise the earth moon and stars all singing all dancing Broadway performance. But when they sign the contract and begin the work, they are barely capable or willing to do a 2 star motel hookers lapdance.

    I've experienced of enough of public sector procurement to know that it's all big talk and empty promises.

    But not experienced enough with it to know that lowest cost doesn't automatically win, though.

    Alstom were doing an increasingly appalling job, and as far as I can remember had this flagged by getting a shorter than expected extension on the last contract (but I may be remembering something else); so were going to have a fight on their hands to prove anything on the quality side.

    It was outside management that established the local management here.

    The luas system is very basic compared to most European cities.

    You would think the whole workforce is getting fired and replaced by an imported workforce.

    They will have to toupee over all existing staff so hollowing out of staff is unlikely. They've either seen a low but guaranteed revenue stream or an avenue the others missed.

    Cut back on maintenance and safety.

    Get rid of staff through crap treatment. Then overwork the remaining staff.
