Does anyone know if a non-resident landlord with only rental income can

offset tax liability by investing in an EIIS ?

The default is that you can't claim tax credits and reliefs if you are non-resident. So in short, no.

But you can claim a portion of credits/reliefs based on the proportion of your Irish taxable income to your total worldwide income. If you are EEA resident and your Irish taxable income is 75% or more, you get the full credits/reliefs. In most cases this tends to be negligible however.
