Can you improve the comms level of a smart meter?

Did a renovation a year ago and have in the past couple of months installed solar panels. Obviously now we are looking at getting the best deal on electricity and charging a battery at a cheap rate at night. Currently with EI and when I go into account details a month ago I could see that we were comms level 2. Through EI website I am able to download 30 minute data no problem. When I go into ESBN I can see that up to August this year there was 30 minute data available but stopped then. In 2024 they came out every 2 - 3 months to do a physical reading but this stopped in August 2024 due to changing provider (as per their data on reading).

I cannot get a good deal as all providers say they cannot access 30 minute data, even though EI has up to date 30 minute data online. I have just looked at my account details again now and we have been downgraded to comms level 1! Between talking to people who I cant understand and others who haven't a clue what I'm talking about and ESBN just plain lying to me on the phone I am so frustrated with it. Is there any way I can improve my comms level? Is there a different meter with better connectivity that anyone knows?
