capacitor wired to live and earth on a pumped shower!

I have to replace the on/off switch on our pumped TRITON AS2000XT (if I can still get one) - but whilst i have got the cover off I am looking at the terminal block and spotted 2 things , one being that the bare wire is sticking out a bit out of the connecter… but it is clamped by the screw of the terminal so that is one thing in its favour , but no, the odd things I have seen is that there are 2 capacitor/RF filters, for a start and the bottom one is wired between the Live and Earth terminal - can you see it in the photo?

I am just surprised, i cant say whether i am qualified to comment on it but i must say I have never ever seen a RF capacitor wired between the live and earth wire before! …. I've always seen it wired between the live and neutral wires - what is this that I have never come across before?
