A friend of mine was approved for a grant for the above last October, but when he rang up a few times this year to get a feel for when it might be carried out, he was told that unless he also accepted a (15 year old) oil fired boiler upgrade to a heat pump that he would not receive the grant, he told them he doesn't want any upgrade and would pay for any boiler renewal himself even though it seems pretty clear to me that since his approval was granted before 2025 that the grant should be approved and also a oil fired boiler upgrade if deemed necessary, any thoughts on this?.

They have gone crazy with the grants. He'll have to remove any electric shower now to get the heat pump grant
