My wife and I are considering downsizing to one car. If she cancels her policy and is a named driver on mine, will she be treated as a new driver if she wants to get a policy in her own name in the future.

Also how will her being a named driver without her own car affect my policy?

Her no claims will expire after 2 years. As you are married, alternate who insures the car each year to maintain it, having the other person as a named driver.
Her being a named driver on your policy could bring down the cost.
