I've bought a couple of desktops from Refurbed.ie over the last year. Very happy with them, but the delivery of each wasn't very quick, like 10-14 days if I remember correctly, but they do say that on the order page, so it's not like I didn't realise it when I ordered.
I don't know about the others, but there would be no customs charges on anything sold within the EU. The price might change slightly when you go to order as they may remove German/Dutch VAT and apply Irish VAT.
