Do i need permission.

    Hi, i took a candid photo of a man and his dog at the coast last year, the pic turned out well, and i'd like to enter it in a competition, do I need the mans permission to enter the comp?

    If its a public place no permission is required to take the photo, however the use of it is controlled.

    If there's a gain to be had, then permission would be needed, eg if it was to be used in promotion of a business or event.

    Not sure if entering it in a competition would be considered use for gain. If the person is easily identifiable and you know who the person is, it most likely be best to ask. If they are not easily identifiable (eg walking on the beach and not to the forefront of the photo), you are probably fine.
