CTF at 2 - Can't access smart meter benefits

    I had my smart meter replaced after 2 years in January. Just went to switch supplier but they can't read my metre or provide smart metre plan because my CTF is at 2. Needs to be 3 or 4 according to ESB to really get best use of Smart Meter. Guy on the phone from EBS says best option is to 'wait and see' if it ever improves!! Anyone else experienced this?
