Black/Blank Screen - what can I do?

I have an issue. When I boot my PC, the screen it black/blank and all I see is a mouse points which I can move with the mouse, but it's rotating like a loading icon, I can't do anything else.

    It's a Windows 10 PC,

    Processor (CPU)Intel® Core™ i7 16-Core Processor i7-13700KF
    MotherboardASUS® TUF GAMING Z790-PLUS WIFI
    Memory (RAM)32GB PCS PRO DDR5 4800MHz (2 x 16GB)
Graphics Card8GB NVIDIA GEFORCE RTX 3070 Ti
2TB CORSAIR FORCE MP600 NVMe PCIe M.2 SSD

I've tried to get into Safe mode (rebooting 3 times etc) but it never appears, I know the PC is suppose to go into recovery mode, If it is, It's not appearing.
I can get into bios, but I can't do anything from there.

I know the leads are working as I can see bio etc.

    I've rebooted countless times.

    I don't have a Windows Disk, or I don't have a Disk drive.

I'm nearly sure this is related to GPU drivers, I was trying to get some software working earlier and needed to add / remove Nvidia driver / CUDA drivers etc. But it was working while doing it… I left for dinner, came back to what I thought was just a locked PC,, but I couldn't wake it,, rebooted it and well,, here I am.

Is there anything I can try?

I can't use the display ports on the motherboard as the CPU doesn't support it. I've read that the KF version means there is no Intel UHD Graphics built into the CPU.

I can't wipe the drive as this is my work PC with gig's of work for my and some of my clients !

When the PC starts up do you see the BIOS loading screen?

When it starts have you tried pressing F10, F12 or Delete (depends on mobo) to get in to the bios

YOu have to force close Windows to go to recovery mode, are you holding the power button down to force shut off?

Try resetting the GPU - Windows key and CTRL and shift and B together

And there is a switch on the GPU to switch between bios settings, try that

:" When I boot my PC, the screen it black/blank and all I see is a mouse points which I can move with the mouse,…"

I wonder, what happens if at this point you just :

    CTRL + ALT + DEL

I can get into Bios by press DEL, but not sure what I can do from there.

I've tried to force recovery mode countless times. If it's getting there I can't see as the screen remains blank.

I've just tried the Driver refresh but that doesn't work.

I don't see a switch on the GPU, which bios would that get me into? the GPU bios or the PC bios? I can get into the PC bios.

If anything is happening, I can't see, I've tried it many times as well.

I would try booting off a live Cd or recovery disk like UBCD or Knoppix. Might give you a steer on what the problem is and you should be able to make a copy of any important files as long as there isn't a physical problem with your disk drive

There's lots of recovery tools available if the drive is corrupted

    Update

    I've got it working.

I made a USB, and certain things didn't work, however when I did the System Restore, it was able to restore to a few hours before I starting having the issues, and it worked,

I'd love to know what actually caused the issue.

    Thanks for the advice.

I had the same thing happen where a driver did not work as a sound box and keyboard did not light up and had to power off and on again and it worked then.
