Dash cam images

Hi all, thanks in advance for looking. I have a dash cam video of a vehicle that I need to identify but can't because it is a little blurred on the number plate. Is there some way or someone that can sharpen these images up so I can get a registration number.

Can you post up a link to the original video?
YouTube is hard to download from, and will compress the video too. A Google Drive link, or file sharing site is best.
If it's a serious incident involving the Gardai, they can search the registration database with a partial match, or even just a make/model/colour which narrows things down a lot.

Yes it will involve the gardai but surprisingly enough they said if I can't make it out neither could they.
