Is 300 euro a good price to replace fan belt and oil filter in a mk5 Fiesta ?

Does that include the cost of the belt, filter and oil?

Yes. But filter or belt are not expensive are they .How much oil would it take

I'd say 4 litres of premium 5w30 oil, filter and belt would be between €80-€100. No idea on the labour involved in changing the belt, some can take minutes, some a lot more time depending on the engine layout.

It's not the easiest job to remove the belt. Has to be done from underneath, so to DIY it, you'd probably need axle stands at a minimum. And it requires the use of a crowbar to lever it off the pulleys. And there are two belts, the alternator/fan and the power steering belt. Think the power steering belt has to come off first.

Not trivial. An experienced mechanic would have it done in half an hour to an hour. Assuming no issues. Oil and filter another half hour. So €200 for an hour and a half's work.

A little expensive maybe, but do you know what work was actually done? An oil filter wouldn’t have been changed without also changing the oil.

Was the car serviced and other work done also?

Why was the auxiliary belt being changed?

If the job isn't done yet, I'd be asking him to change both belts while he's in there. For the same price (excluding the cost of the other belt obviously).
