As age of criminal responsibility is 12 what happens with younger children who commit criminal damage ?

By definition, they have not committed criminal damage.

They have displayed "behaviour", and should get education to help them choose alternative behaviours.

You're right of course. The Garda have been involved before so maybe he's over 12.

When kids get into trouble, the Guard often become involved (though they usually end up referring to Tusla). But, even if no crime has been committed (because the perpetrator is under age) it may still be a public order issue and that provides a basis for police involvement.

Considering feck all happens to an adult who commits criminal damage and children face less serious conquences we are where we are.

Gangs rule our towns and cities now and they know it, I pity the security guards.

Absolutely nothing. A victim of crime perpetrated by an underage offender have no comeback.

Most of the kids that are involved in criminal activity under the age of responsibility are already under the watch of Tulsa.

I find it very unlikely that Tusla have the resources to be on the case of every 11 year old throwing stones and stealing.

No, I'm not saying that. I'm saying the kids involved in crime are most usually already on the books of Tulsa.
