Level 1 was a sop to the farmers which rarely if ever was applied in practice due to the whole "minimum" wording.

Yes, AGS will send out a CPO(crime prevention officer) to ensure you are complying with the legislation as far as security goes. You tick the box on the form asserting that you have complied with the legislation, hence they come out to verify that.
Especially with new applicants.

You can store it at a firearm dealer(with their assent and a fee), but that would mean leaving it there all the time it is not in use, ie you then could not store it elsewhere. On the licence form you have to state if you have complied with the security requirements as set out in law, and if the firearm will ordinarily be stored elsewhere from your home address.

What you could not do is specify that your firearm would be stored elsewhere(a dealers) and then when you receive the licence keep it at home, that would be falsifying your licence form.
I am sure you are not suggesting that since that would be illegal and any discussion of illegal activity would fall afoul of the following rule, not to mention the legal penalties associated with it:

In that case so long as it complies with the law, affixed to a solid structure and so on, and it is indeed your address, then it should be fine.
