Is it illegal to drive around with a bumber missing on a car?

A young lad is driving a 2012 Hyundai i30 with the whole rear bumper missing. That means he has no rear deflectors, no number plate light even though the number plate is still somehow on it.

It looks terrible. Maybe someone rear ended him I don't know but the rest of the car looks OK.

Personally it would not surprise me if someone did crash into him. He parks on the road with no hazard or indicator lights on at all.

Having a bumper isn’t a legal requirement per se. But if a guard wanted to be a stickler about it they could say that the car isn’t roadworthy due to uncovered bits sticking out.
The bigger picture question is “Who cares?” The young lad could be getting his bumper repaired and couldn’t afford a rental car or something. The guard won’t care. This sounds like curtain-twitcher busybody nonsense.
