    Could be a leak causing that. Something like a water pipe even. Do more investigation above as to what runs where

    Yes, it's the salts in the wall coming to the surface by the movement of water and evaporation, leaving a white salt crust under the paint. A leaky gutter or such will cause that as Mr321 says.

    Thanks guys for that. I'm a bit stumped on it still though.. It's a ground floor room and overhead rooms have no issues. It's on an interior partition wall also. Pipework for water etc not routed through this part of the house.

    How old is house? Are floors wood or concrete? You may have no damp proof course.

    And was that wall an old chimney by any chance? Is it properly capped off if so?

    What's on the other side of the wall? Is it a block partition or timber stud?
