If interviews are held over a set number of days, how common is it for the "ideal" candidate for the role to be selected on the first or second day of interviews, and cancel all further scheduled interviews?

Or is it more common practice to hold all the planned interviews and then select the chosen candidate? Private sector.

Common practice to hold most if not all of the planned interviews I would say. You might be 99% sure with a candidate you've interviewed on the first day but you still need to see the rest of the competition. Obviously you run the risk that the candidate from day one goes elsewhere, but it's also risky to go with someone on the first day.

Would you say it's a "red flag" if a business says that if they find a suitable candidate on the first round of interviews that the second round will be cancelled?

I've never come across that and I've been on many interview panels. You interview only feasible candidates and rule nobody out until you see everybody.

I think it could backfire based on the number of people who get job offers then don't turn up.

No idea, as you are probably paraphrasing, but it wouldn't affect my attendance and preparation for the interview. Concentrate on the interview instead of trying to read something into a comment.

I would think its nice to see a company being honest: public sector would do all the interviews even though they already knew who they'd hire.

Their behaviour tells you something about what they would be like to work for, whether you call it a red flag or not depends on your perspective.
