Powdery mildew on apple tree

We just planted this tree two / three weeks ago. The tree was looking dishevelled, with curled up leaves, when it was delivered but we planted it anyway. I'm new to gardening so what I thought where 'hairs' seems to be powdery mildew. All new shoots off every branch has it. Can the tree be saved? Any help would be…
