Civil Service Panel Fresh EO

Had an interview recently as a freshly joining EO in ICT and was placed 3rd on panel, is this just a way of saying "if a job comes up" or are they predicting that atleast 3 more jobs will come up so they are keeping me short listed and ready to go? Thanks for help in advance all!

The panel is an ordered list. As vacancies arise they are offered to candidates from the panel in order of merit.
How quickly offers get to number three depends on how quickly vacancies arise and whether #1 and/or #2 accept or decline offers made to them.
