Head to head swap civil service

Hi..does anyone know if the whole head to head swap thing still exists in the civil service? I'm sure it does even if they do say its all the mobility system now.

Depends on the grade....pure mobility system for CO to HEO, mobility advertisements for AP but head-to-head is still an option for AP, and also for PO.
